Both is good enough.  I honestly believe that whoever answers should get to choose how they want to answer.  They are extending a courtesy.  There should be no hard, fast rules for that.  It stifles individuality - without that we are the same people.  That's not good.  We need our differences.

So you do you -- I'll do me.  We will be happier if we don't tell others how to write the time when they are being nice and answering a question for someone.
