Okay, so here's the deal.

If all of our PRs target Goo, Goo will win. So we can't let that happen.

Our best bet is to whack Goo today if possible to reduce the number of recruits. I'm hoping that Mafia shoots for Goo, if they don't Town is in trouble. What if we all claimed who we would target if we had a PR? That way the PRs aren't outed, but the Tracker can verify our claims and if someone flips Goo or Black Goo we can check to see who they targeted or who targeted them.

Obviously you could lie about it, but it is bad to lie as Town and if the Tracker caught you, you would be whacked.
