Lo seems Townish to me. I don't really understand what Lissa finds suspicious.

I could see it being Harry honestly. Harry has been really absent as scum before. I remember him being scum with Alleen one game and he totally vanished. And he likes to have some banter with his scum partners and he definitely had a thing with P yesterday.
